The doubling with the 8 is new to me. How is it referred to?

Seems to be more an issue of Die Deterioration Doubling, which tends to shift the details towards the rim as the metal flow expands. This causes a stretching of the device...remember the die face is where the most movement will happen at first, hence the edge of the device stretches.

That's Die Deterioration Doubling, caused by a worn die. This die is showing signs of wear. http://www.error-ref.com/die-deteri...on-doubling/
My 1982 P LMC shows Die Deterioration Doubling on the number "2" in the date, caused by severe Die Deterioration (die wear).
