I'm thinking that this was caused by a worn die issue ( Die Deterioration). I think the letter "L" disappeared, because of severe die wear.

The rest of the devices are quite thin, more than a normal letter. This indicates an over polishing issue. The die face is polished off, the devices that have a natural angle design become shallower, hence thinner in width. Note the area from 8 to 11 o'clock is indented, shows die was vigorously polished there... Clash perhaps or just life extending?

Looks similar on obverse...but reverse...what is it?
