Yes, it is a clad Planchet with copper core, it has been through the Upset Mill to put the psuedo-rim on but didn't make it through the rest of the process. BTW, a planchet IS different than a blank. The Blanking process is where the "blanks" are punched out of a sheet of cladded stock plate...the edges wouldn't show the upset rim and evened out appearance.
