I remembered finding a lot of these back in the day. They were listed as doubled dies then, and I felt even back then this is too common to find these. So I see John Wexler is listing them for what they are:

1968-S 1¢ WWHO-001
Description: A very slight CW spread shows on the LIBE of LIBERTY. A spread towards the rim shows on IGWT.
Die Markers: The obverse and reverse die markers will vary with each affected working die.
Comments: Numerous working dies for all three Mints were created with this doubled working hub including S-Mint proof dies.

The more dies that have the same doubling, lowers the desire for collectors to buy them.

Varietyvista and coppercoins would still list this one as a DDO. Wexler is the only site I know that would list this as a doubled working hub.

Sounds like it should be Mr. Coop. I have the S and P version and it's amazing the similarities. The D version however has been an elusive little booger to find CRH.
