Ok so I found this coin in a bag I recently purchased. It is definitely from South America. Matches the 8 Reales from Peru and Chile. But why does it have a plug in the center and a counter stamp?

The coin you have was part of a souvenir packet of "pirate" coins that was sold at many stands in Florida and the Islands. Most that I have seen have the word COPY on the plug. They typically are white metal casts that are far from deceptive.
