I would like to know if this note can be considered a "radar note" even though it starts with a zero.If it's something other than a radar note what would it be called?
What value if any?

Personally, I'd call that one a near miss. I'd also probably save it just because I thought it was cool.

partial radar(seven number radar) and a ladder(each number decreases by one from its predecessor and then increases by one)
Fancy serial numbers do not really have a set value and their valuation is pretty subjective since one person could care less about it, while another might pay big money for a fancy number such as a birthdate. Personally, I am only interested in low numbers(four or more zeros) but my birthdate would be pretty cool too I would not pay more than face value -ever- for a radar or a ladder because I have no interest in them. If I were to find that note in my change, I would probably keep it because it only cost me a buck and I might keep a $2 or $5 but I would probably not keep a $10 or $20 bill- I would rather put it towards a coin. The value is whatever someone is willing to pay on any given day.

the reason its called radar is b/c you can spell it both ways and it reads the same.

I think that number is more interesting as a down/up ladder than as a partial radar. I would definatly keep that.
