I came across a 1973 d quarter where the mint mark looks yo be filled in now is this rare or quite common

The second one--it is cause by the post on the die which formed the center of the letter D being broken off during use.

It's a broken post on the die. The center of the D on the die was gone when your coin was struck so the metal was allowed to expand into that area. It's common.
