Hello,
This is a 10lebanese pound coin 1981 "Essai" or Specimen
The coin is in a Ms grade range but it has a weird rough surface . Why do you think the surface is like that ?

It looks like an alloy mix issue similar to a "woody" effect we have on older copper cents here. I'd wait and let some other people chime in. I have seen this on many foreign coins including copper/nickel coins.

Improper storage , surface contamination .
This piece just does not look right when compared to the
NGC world listing picture .ESSAI looks too weak ?
What is the provenance of your coin?

The surface isn't soft , it looks like there is something on it , not a simple change of color.
The source is Kuenker auctions

I would ask Kuenker.

I do not have enough knowledge on any differences between the production of "essai" and other type of strikes to contribute.
