@top, first welcome to CCF. Second, yes there is a small hole in the copper plating that is allowing the underlying zinc core to start corroding. This is considered to be damage, not a mint error.
Added: Just to be clear, the hole in the copper plating might have been there during the minting process, but not the blistering from zinc corrosion.
