Die Deterioration Doubling Or Else?

It is a 5 cents 1999 P, which are known for having a series of die deteriorating doubling. I am guessing this is the case here, but I would like to double-check with more experienced collectors. Yes a coin can suffer from many different events on the same coin. Not limited to this or that, but that and that and on and on. You could have a die issue, a planchet issue, a striking issue and a circulation issue. There are no limits on this happening to one coin.
