Impossible to grade MS68 and above based on a poor pic.
However I see a small scuff on the cheek so its not 70.
I'd be more interested to know about it and why its a mule.

Thanks everyone for your help. Those comments alone are helpful. But all your comments give me a better idea of what I have!

Also I don't know why but I have a real hard time getting good pictures that are under 300kb. That's another reason why they were so awful!

Would it be worth sending to ngs?
