Now I KNOW this has to be some type of error! The C clearly on the middle stalk to the left of the torch. What do yall think?

Is that feature raised, or incuse? Might be a case of Pareidolia, or a very small strike through, or a well-placed hit.

It doesn't match any part of the design. And doesn't appear raised. So it is not a die issue.

I agree, this is likely some type of circulation damage.

Based on the font of EPU, I'm almost certain this isn't a 1978-D. This style reverse wasn't in use until at least 1986.

To me, in order of likelihood, this looks like either 1. A stain/bit of corrosion on the surface of the coin (aka just damage), or 2. A tiny die chip that is just forming and hasn't fully broken away yet. Either way, worth 10 cents.
