Hey guys I realized this going isn't the greatest looking coin but I'm trying to understand this coins and the different errors and with this be considered a Cud above the 1992?

Cannot tell anything about the eye without a clear, closeup shot. What you see above the mint mark is a die chip, not a Cud. The Cud would have both the rim and the field involved.

Better closeup image might clarify what you're seeing. Cuds are attached to the rim, so can't be that.
