If it is raised, it could be Elmer's glue on the coin. If not raised, it maybe a stain on the coin. Anything more than that I can't see from the images provided. Just a face value coin.

Surface stain or perhaps glue as coop suggest. Can't say with the photos provided - but either way the coin is worth 25 cents.

Looks to be glue or a stain. Can't tell anything else with the provided pictures.
