IMO the wheat stalks (particularly the left one) have too much wear for XF.
I think it's an upper VF.

I would say VF30-35, old cleaning - would look good in a classic Lincoln Cent set, it's a tougher date

Agree XF-40 doesn't seem like a problem coin natural color.
