1) Does this appear to be a repunched date? Under the 9.
2) Is it a known variant?
3) Where can I learn more?

It does look like a repunch but I'm not sure what's going on there - I quickly found four or five of them like that on Heritage, for example this one https://coins.ha.com/itm/liberty-do...bnail-071515
You'll need a free login to see the larger images though. Seems like it's fairly common.

Thanks kbbpll, I see a strong similarity. Though the link you provided appears to show an earlier die state.
This leads me to ask if there is a repository of these variations in much the same way VAM coins for Morgan and Peace dollars.

Yes, there's more going on under the 8 on some of them, so probably die state. I'm not a gold person so I don't know of any variety references. There's a VP-001 1898/1898 S listed on NGC but it has obvious doubling under the 1, which yours and the ones I saw on HA do not have.
