It's modest by numismatic standards, but I really like the toning.

The grade surprised me. Cheapest coin I ever bought at Heritage.

An attractive example. MS63 sounds about right to me.

I'll say MS63, but that cheek has quite a bit of rub. Wouldn't argue 62

nice peripheral toning. quite a bit of broken luster particularly across the cheek and neck. field scuffs on both side with missing luster. I think there is enough chatter on the cheek along with the luster deficiency to hold it back a tad. the reverse is quite nice. the slightly weak strike is typical for this year so thats not going to affect it much if any. I think it came down to whether the toning and reverse are enough to overcome the cheek chatter and scuffing. I think there is a chance its in an MS64 slab. these kind of coins would give me an ulcer if I was working at a TPG

That's pretty low grade for that coin. I think the grader was having a rough day.

There are 7 other MS61 imaged here https://www.PCGS.com/coinfacts/coin.../images/7084
Comparing with a lot of their 62s and 63s it all starts to look like a crapshoot.

Actually, this one looked like an AU-58 slider to me. That cheek looks like it's got some rubbing on it.
