This is a change-over note (BC-40a) I got from the bank many years ago and I was wondering if there is a premium for a low serial number (100 to 999) or does that only apply to the non-million notes?

It's not a low serial number.
Must start with 0 to be low.
How do you store your notes?
Have you ever kept them in a book?
"Dipping" is not considered cleaning...
