Struck through, possibly from a die cap that had almost completely disintegrated.

It definately looks like a glob of something got in between the dies.

I would think not on a common coin and date, but again, I've seen people buy that kind of thing on ebay before.

I'm sure there is premium value associated with that...I would pay a premium to get it.
