 after looking at it again it looks like a strike through, but the 2 blue arrows are raised

Possible die clash. An overlay of the OBV onto the REV would make it easy to tell.

If it is a die clash from the obverse mold than any clashmarks would be incuse - not raised. Or am I seeing this wrong?

That lettering is incuse and there is raised metal in the area by the second arrow. To me, this is PMD. Here is post of overlays: http://goccf.com/t/439225

As lawest stated early on, looks like a die clash. Thanks for finding the overlays, Seeker, I looked around the web but did not search here.... Thanks, Coop! The necklace is a dead giveaway and I can see the thin line in both pics in my side by side that runs through both of the O's, not sure about the rest but would assume the majority of what we are seeing here is a die clash. This is one of the most closely oriented clashes I have seen, for the most part they are generally rotated quite a bit. This one looks to have a very slight clockwise rotation and raised just slightly. Nice find, sublime0938!  So, I thought I saw a type 2 counter clash here, but the more I look at it, I think I am way off.... sorry.

Seeker has it. These letters are incuse, so this is likely damage. A die clash would show inside the letters, not in the empty space around them.
The mark right of the S is clearly a reed mark from another quarter.
