Are you sure you are reading measurement correctly ? While I cannot 'condemn' the coin based on appearance alone . 22mm is simply out of the question !
I think it's Vespasian, reverse Pax standing before an altar, probably a dupondius. It looks genuine to me but might be cast counterfeit. It's worn and porous. I don't know which mint. You could look for similar examples on acsearch.info.
