I had come across these two auctions where the seller stated "no PayPal". I was to the understanding that you must include PayPal as one of your accepted payment methods now. Is this not the case?

You are correct in that assumption. ebay thinks so too since both auctions have been removed.

I find this even weirder:

"Coin will be Sent in To PCGS shortly for authenticity"

Wouldn't it make more sense to slab it before putting it up?

Also why would you capitalize "Sent" and "To"?

Makes me think we are dealing with a kid here who doesn't have the credentials to get a Paypal account going.

this seller is one of the premier ebay sellers, imo. They have a tremendous amount of stuff and whenever I am looking for tough seated stuff, they are almost always one of two sellers that has what I am looking for, but at retail numbers.

I have dealt with them more than once and will continue to do the same.

And AMEX is the only card they will take... doesn't mean the don't like a check or money order.
At ~23,000 feedback, it's not just some kid running that joint.

Im not doubting their status just their ability to follow Ebays rules.

You are not required to accept PayPal. You are required (quoted from ebay's help page)"...to offer at least one electronic payment or Internet merchant credit card option."

PayPal is the most common method used, but there are other services. There is ProPay, Moneybookers, or merchant credit cards to name a few.
