The second one is German, and celebrates the founding of the Weimar Republic in the aftermath of WWI. The legend around the reverse quotes Article 1 of the Weimar Constitution: "The German Reich is a Republic. The authority of the State comes from the People". The inscription across the centre translates to "National Assembly, Weimar, 31 July 1919", which was the date the Constitution was passed.
