Looks like private mintage commemorative medals with olympic motto on reverse.

I did some searching and I think they were made by the Franklin Mint in 1972 and sponsored by Coca-Cola. The pictures you took look like the pictures from this website http://www.franklin-mint-silver.com...s-medals.htm. It shows that these sets were made in sterling silver (pics shown on website), bronze, and aluminum. Not sure if these look exactly like yours, but it's a start. Hope this helps.

How do I tell if they are silver?

They are not silver unfortunately. If you read the description (from the link) it says that the sterling silver comes in a wood box and shows the pictures bellow the description. Yours comes in a sealed plastic case. The medals shown are also proof coins and yours are not. Judging by the color of your pictures, I suspect them to be the set made from aluminum.
