1) Speculation on what happened to the eagle. It does not appear to be a chop mark. The area in question is roughly square.
2) Do you think the wear on the motto is odd?
3) Are the letters of "900" and "DOLLAR" doubled?

Looks like it had something soldered or welded to it at one time.

It's possible the second 0 in 900 has a slight re-punch, but only faint shelf doubling can be seen on Dollar.
