USSID18 Pillar of the Community 5464 Posts	Posted 04/28/2019 12:34 pm It's some type of environmental damage. It could be anything, paint, glue, stain, chemicals, etc.... Give it an acetone bath. Gently, "very gently" use a Q-tip again "gently" wipe the surface of the coin. That stuff should (might) come off. I don't believe you can make it any worse. Spence Moderator United States 34467 Posts	Posted 04/28/2019 1:00 pm @JW3, the pattern of toning suggests to me that someone used 3/4 inch masking tape in an X pattern to hold this coin onto something (like cardboard). The tape protected the surface silver from toning, but seems to have exuded onto the coin over time. I agree with an acetone bath to get started. If it truly is a mint error of some sort then this step will not hurt anything, but if it is adhesive residue, then this should help.
