I think I see a line from O to D with a trench in middle which a sign of a scratch. Also, the little marks above E and A could be chips but really hard to see on my part.

The words Roosevelt and Declaration are incuse (or sunken, the opposite of raised lettering). A knock on the coin has dented the raised metal between them, creating a groove that connects the two letters.

You had a good eye to spot that detail, but it's almost certainly post-mint damage. The latest quarters can be tricky with the incuse lettering.

Looks like metal moved to either side of it so scratch seems plausible.

Please take a look at new closeup pics. I think the jewel beads around her neck and down below her chest is off as well.
