I think that it was caused by over polishing of the dies, as you can tell by the die scratches.

Unfortunately, it's not completely missing. It still shows. It's very weak, but shows still. It has to be completely missing to be a "No FG" error coin.

Yeah, I can still make it out. So, it's not a "No-FG" if it's still partially visible. The cause?

I agree with the above assessments, however, start looking at Kennedy halves slabbed as "No FG" from the big three TPGs and you can find quite a few expertly attributed that are not the No-FG error - with letters showing.

This find took me about 1 minute and a half on ebay - I found two and quit:
