Perhaps Struck Through Grease near the date and it partially affects the number 1.

Just looks like plating bubbles making it illegible.

The last two images are a 1972 master die doubling. The 1983 needs a closer image so I can see what is going on?

Can we see larger photo of the date?

If you can "barely see it" with your microscope, perhaps it's time for a new microscope?

Looks to be a Greaser to me.

It is a Greaser. It has also effected the Abe's Neck as well, making it a Pez Neck!
