Looks like crud. Did you try to scrape off with fingernail?

Tried scraping but the substance is hard. The mark starting at bottom is a groove coming across the coin. At the top the material is raised like a crack was there and material dried. Found a couple of other coins on the net graded strike grease through error with the same color material on them , which is why I'm asking for experts input.

I am not sure what it is...lol...The fact that the "T" in liberty is still there and looks untouched is interesting...If I had to bet I would say PMD...but lets see what the pro's have to say....
Rest in Peace

Acetone should take it off. It's some sort of material stuck to the coin.
