1989-D Cent With Odd Date - Looks Doubled

I barely glance at zincoln cents that I get in change but even so I spotted a weird look to the date on this 1989-D cent. The scattered tiny bumps on the surface suggest corrosion of the zinc under the copper plating but the 8 (and to a lesser extent the two 9's) in the date sure look like some kind of doubling happened. Could this be an artifact of zinc corrosion? How would you explain it?

Die Deterioration I have a couple of those.

It is also notable on the LIBERTY also. On the left side of the devices as die deteriation flows to the rim.
