Could you elaborate a little more on what your looking for.
I know that the "HP" initials (the initials of the artist)
show on the base of the neck, but I have never heard of high or low in reference to them.

The HP is part of the hub which means there is no possibility of different placements, the only thing I can think of that could cause this appearance would be Die Deterioration which expanks the elements a little which could make them appear close compared to an early die state which would show them before expanding from deterioration.

I've heard of this variety also being called the "near" and "far" types as well, in nickels as well as the pennies. Any coins that I've seen with this "variety" are exactly what dollarman said, it's the bottom of the bust wearing away due to Die Deterioration, causing the tiny gap between the HP to become smaller, and therefore looking like the HP is placed a little bit higher. Eventually the HP will touch the bust if the die hasn't been changed; you see these ones around if you look long enough. A nice little series of a die progression if you get a few.
