What do you have it in that's so scratched up ? Cleaned and re colored, has good bones though.

Clearly many of the scratches are on the holder, as they extend beyond the edge of the coin. Beyond that, I am not convinced it is AT. Adjusting for flash differences, the "toning" seems to be similar on both sides. I'm guessing this could be a 62/63RB.

AU details. Cleaned and starting to retone. What is that on the neck on the obverse?

I would grade it UNC Details. This doesn't have the characteristics of album toning or slow long environmental kind of toning that will get a straight grade. Most likely cleaned in the past and that's why the toning has taken on this splotchyness.

I would be curious to see if that line on the neck is a scratch or is it struck through debris?

Too many surface marks and scratch on neck, I'm still at AU-58 details, cleaned.
