Seems to be a Japan War Bond, Showa era year 19.

These special bonds were called "yukoku saiken" (#24859;#22283;#20661;#21048;)or patriotic bonds, they were mainly distributed (sold) in Korea. Denomination is 3 Yen in gold. There were 2 releases, this one is from 2nd release. as we can read #31532;#36019;#22238; . See "WWII Remembered" by Schwan-Boling.
