Hi All I just picked up 25 1963 PL sets. one seems to have an extra line. or is it a die chip? PMD? Thanks for all the help.

Not a die chip, die chips are raised on the coin.
Likely a strike through or planchet flaw.
"Dipping" is not considered cleaning...
