Bet it's a bit MAD? Again, over pressure. Seems quite common on the 72P's, have seen MADs, a lot of MDs and many finning problems.

The rim appears to be a wide collar issue...what else is going on (break, chipped, Cud, retained, etc) I don't know enough to determine but I am hoping someone is an expert in collar errors...

As with most cases, I won't try to speculate without a full straight on clear image of the obverse and reverse.

As already mentioned false rims are commonly seen in conjunction with a misaligned die(s). That said it is also known to show with a wide collar issue.
