Reason why the a in states would be like this , no signs of post mint damage

It looks like the coin was struck though grease or debris. Something that stuck to the die or the planchet and then fell off. It's a true error coin and worth keeping!

The obverse looks like Machine Doubling.

Is the Die markers match and the doubling is the same, (and your coin isn't machine doubled) you may have WDDO-01 for this date. I'm not sure, but it might fit the description.
