Looks like environmental damage to me - possibly a detector find put back into circulation.

I have seen solid copper nickel coins recovered from ground burial look just like the coin pictured.

@MW88, this certainly looks like environmental damage, but you can confirm by measuring the weight. If it is within mint specs then that is what you have; if it is dramatically underweight then it might be a missing clad layer.
