If the weight is normal, it is a Grease Filled Die issue. If the weight is reduced, then it was altered. But I'm leaning towards a grease issue. I'm not seeing any sanding issues on this coin.

No premium. Just intrinsic value. Knowing what it is and what caused it. If the whole reverse would have been afftected, then it would be worth a small premium:

When the coins start showing 80% and more blockage, then they get interesting to collectors. Small amounts don't raise eye brows all that much.
