Zinc cent coins will not have laminations - these coins are plated.
What I see in a fairly normal zinc coin with plating issues.

The plating issue? Zinc dust on the coins that was plated after they we setup. They eventually figure this out after a few years. That is what you are seeing. Common as normal cents.
