i agree with CarrsCoins that the rims were on the original planchet. the color could go either way. in my mind it meets the 5%+ threshold and then some. some weakness in strike but she's a pretty one. I'm borderline MS63/64 and I'm saying it may make the RB designation. its difficult due to lighting as sometimes it can enhance the color of a coin by bringing out certain colors
