Is this a Dryer Coin or could it be a wrong planchet? Unfortunately I have no way of weighing them.

Looks like a "spooned" coin.
An accurate weight will be needed to come to any other conclusion.
"Dipping" is not considered cleaning...

Try your local postal outlet or pharmacy to have it weighed.
Before I had an accurate scale I found both to be quite helpful.
"Dipping" is not considered cleaning...

Not a wrong planchet. If it was a wrong planchet,
it would still have a normal rim.
