1942-P Jefferson Nickel: MS Or PF?

I picked up this coin for $19. Both faces seemed unusually clear of blemishes, and in my experience (admittedly limited) such skeletal reverse letters are only found on early Jefferson proof nickels, not the business strikes. The dies definitely seem overpolished, but that could also be from a die clash. The main thing holding me back from being positive is the imperfect steps, although that seems to happen sometimes on pre-1950 proof nickels.

Is this a proof War Nickel, and if so, what is the grade?

I suggest well struck MS coin.

There are an amazing number of premium MS/FS Jefferson War Nickels out there.
