I think it is incuse on the coin - it is very shallow and I can only tell by the lighting and shadows.
But on the fields in front of Washington there is a nice disturbance, but the letters of 'ERTY' don't seem to be affected, maybe on his cheek and neck as well.

It is a struck thru. grease and was often seen on the earlier 2000 Quarters. Nice example
