IS it actually a bank that you can walk into and say cash a check? OR maybe buy a few rolls of NEW coins?

Being that the Federal Reserve holds lots of gold and bullion, I think this is a legitimate question? If they do let us average Joes' walk in, I am going Monday.

Ranger, they're open to the public but I don't think they process individual transactions. They have a permanent exhibit there called "Money In Motion." It looks pretty cool if you've got some time to kill. Check out https://www.phil.frb.org

I think another of our members said that he goes to the Denver Mint and buys proof sets (presumably from a gift shop). You may be able to go to the Phily Mint to buy your quarter rolls. If they have them, it should be $32 for a P and D roll ($20 face). Let us know what you find.

Ive been the tot the federal Reserve of Philly. Very cool bank and Money in Mothion was pretty cool. Plus, I got a free bag of shredded money!!! :)
