I have no idea, is there any possibility that it could be a die break or die clash?
It's interesting to say the least.

There could be several factors causing this. I am not able to point any of them out (Nancy!!) but I am sure somebody might be able to cast some light on this.
Guess : Bag marks (from rim), big arrow on right. Coin was a blank that missed the machine, got caught by an eagle eyed inspector and was put back through again. ...after suffering the smash of the real coins

Definitely die clash marks from the Q's hair. Show us the full coin, there is probably more, look in the large open wave area to the right of and underneath the 0, looking for a very faint line, it'll be the outline of the back of HM's hair.

Remember Die Clash marks don't resemble the opposite side of the coin, as they are in reverse.

I'll dig some of mine out and see if I can get images, but some Die Clash marks are so faint, getting photos can be very difficult.

I do have some very nice 10c ones though.

life is a mystery to be lived not a problem to be solved

yes...that's it....the parts that look like tips of kangaroo ears are in fact where her tiara meets her curls at the back of her head ........yeah!

Just for the record...that's 1999 20 cents.
Thanks everyone for your help with this....much appreciated
