My guess was going to be VF-35 but it doesn't sound like that was what it was graded.

Wow, did they give a details grade due to something they think they see...that is what I mean by NGC and their oddball nature...

or it's an XF and that shows you how little I know about grading these regardless of the 15 dates I own...

I received the coin this afternoon and here are a couple of USB microscope images;

Looks like a scratch (too straight, not following grain boundaries and you can see the bottom) in the field, and a crack on the rim (jagged)

I did not notice that the upper arrow shaft was incomplete before.

That old scratch shouldn't have hurt the grade (IMHO).

Check out this JR-1 that sold last year on Teletrade. It has the telltale incomplete upper arrow shaft.

Your coin is quite nice for the grade. Is there any mint luster showing around the stars? I think it was net-graded 5 points for the scratch or a light cleaning. If there is mint luster present, it may have been net-graded 10 points (and shouldn't have been).

Nice bust dimes are hard to locate. Same for the quarter. I feel nice examples deserve their premium.

Quarters are SO much harder than any of the bust coins, except the very early draped bust cents.

I think that it is as nice in hand as the images and I am very pleased with this coin;

Find a nice Bust Quarter above XF with nice eye appeal be prepared to fork out some dough, they are not cheap and are hard to find. Still looking for an example for my 7070.

oih8 - do you have the quarter yet? Many think the Twenty Cent Piece is tough, but I think the bust quarter and Seated dollars tend to take the cake.

Agreed, though I have something around if you're ever looking ;)

I'm not surprised at the grade, looks like a net grade since the problems weren't bad enough for 'details' on the dime.
