This is in hand photo through the slab. And you point out exactly why I think it's over graded. Which scratches exactly do you think bring down to AU?

I am sure that this should be a very disputed coin.
The term uncirculated is very easy to define, even for non-collectors. This coin is clearly uncirculated (no wear and definately hasn't been in circulation). However, About Uncirculated also defines a coin that has been worn or partially damaged coins during transportation. It really depends on the way of defining the terms, in my opinion.
In my particular opinion, what brings the grade up is actually the multi error factor. It has a greater desire and rarity is added to the coin. This may be the only factor that brings the grade up.
By the way, what is the actual ICGS grade?

I want to wait for a few more replies before posting the grade they give and the grade I think it is to avoid "swaying" anyone.

I do agree with you somewhat on the ambiguity of the definitions between AU and MS, but I think the difference between the two is based more on the wear and less on the bag marks. I think the bag marks come into play when deciding the difference between a high or a low MS.

There is a minor fingerprint but the condition is too good for AU. Although I never sent it for grading, I am just wondering if the coin could obtain a AU or MS if sent to a TPG.

I will say that ICG called it MS64, no major hits but enough small ticks to limit it to 63 IMO.

They actually graded it MS65 but I was thinking more along the lines of MS62 due to the scratches on George's face.

@upstate I assume it was graded to authenticate the missing edge lettering originally. My dad acquired this and was trying to decide whether to have it reslabbed with NGC but I am trying to convince him to leave it as is.

Being authentic is all I would be concerned with with this coin and less so with what a TPG would grade it at personally.

P.S. He already has another missing edge Washington graded MS65 by NGC that looks much cleaner than this one which is why I don't think it's worth it to get this one reslabbed. I think the only reason he is considering it is because this one also has the grease strike through. Would NGC even attribute both of these on the grade?

MS62 maybe MS63...

Those marks that look like a cartoon explosion shouldn't affect the grade as that happened during the strike. It has some scratches on his face and a dent or two on the rim....heck...it could go 64
