Because they were used in more places than North Africa. The North African invasion was the first place they were used. They were also used during the invasion of Italy.
The Hawaii notes and North African notes were issued for the same reason but under different circumstances. The Hawaii notes were used for commerce in Hawaii and were the only currency permitted on the islands from 1942 to sometime in 1944. They were also used to pay US navy and army personnel in the PTO. The North African notes were only issued for paying troops during the initial phases of the invasions of Axis held territory (North Africa and Italy). Once the foothold was established, US forces were paid in the local currency if available (Bank of France notes in Algeria for example and Allied Military Lire in Italy). Personnel leaving ETO for the US or to another theater converted their local currency into yellow seals before departure which was then converted into the local currency or regular US currency upon arrival at the destination.
