First impression was 64. The reeding mark in the hair and the reverse spots would likely prevent a 65 unless the luster is all there and the spots don't appear as bad in-hand, then 65 is possible.

I'm thinking 65 is a given. The two unfortunate marks on the reverse, right at the focal point of the shoulder, are the only thing keeping me from arguing for MS66.
